Fun ideas for 19th birthday party?

Hey everyone! I'll be turning 19 in a few weeks and I have started to think of ideas for an affordable, safe, and entertaining birthday celebration with about 10 close friends (nothing involving alcohol, clubbing, etc as I am not interested in these ideas). I need some hostess tips, party themes, and food ideas for a party at home in the daytime. Thanks very much! As I'm a university student on a tight budget, an inexpensive get-together is key. Also, I was thinking of hosting a Halloween-themed party with treats, scary movies, and tons of spooky decorations. Would this be cool? I'm open to new suggestions and appreciate the help :)
