Could someone explain how the concept of Liberalism encourages Greatness or Self Reliance?

there is no such concept because we see them screaming and crying for guberment handouts,....like 0bamacare and entitlement programs!!!! Nothing great of self reliant about being a bottom feeding guberment dependent!!!!
