What are "green" taxes spent on?

I doubt we will be able to find any because the truth is too painful to make public. Coal is being mined in the US and hauled to China where they burn it without any polution controls whatsoever for cheap energy. The eco freaks in this country are destroying our industry and moving jobs oversea; it is almost like they want to destroy the USA for some reason?
