Am i eligible for Financial aid if not Resident?

I came to the USA when i was in the 4th grade in 2000. I been living here legally for all this time My mom applied for residence in 1999 i am still waiting. I have a valid social security number. I am under TPS (Temporary Protected Status) that i have to renew every year to stay here and work I have a EAD Card (Employment Authorization Doents) Am i eligible?????
